Law No. 143-V “On veterinary practice”.

This Law establishes legal and organizational basis for veterinary practice, implementation of state policy in the sphere of protection of animal health against diseases, prevention of introduction of infectious animal diseases to the national territory, and ensuring quality and safety of animal products, milk and dairy products. Basic principles of veterinary practice shall be set forth as follows: (a) protection of the population against diseases common to animals and human beings; (b) ensuring quality and safety of animal products subject to veterinary inspection; (c) mandatory compliance of all keepers of animals with the provisions and decisions issued by the competent state bodies and institutions; (d) enforcement of the national veterinary legislation; (e) international cooperation in the sphere of veterinary practice; and (f) compliance with generally recognized international provisions in the sphere of veterinary practice. Article 18 shall be amended to add the following wording: “Import into the territory of Turkmenistan of animals and livestock products subject to veterinary supervision is allowed subject to international requirements in the field of veterinary medicine, the norms of international treaties of Turkmenistan, and, if necessary, the requirements of the Extraordinary Commission of Turkmenistan for Combating the Spread of Diseases. 2. To carry out measures to prevent the introduction into the territory of Turkmenistan of contagious animal diseases from foreign states, veterinary control posts are created at the checkpoints of the State Border of Turkmenistan. The import of goods subject to veterinary supervision into the territory of Turkmenistan is allowed only through veterinary control posts. 3. It is mandatory to check the hand luggage of people who pass through the checkpoints of the State Border of Turkmenistan, clinical studies of transported animals.”
