Abstract
The Act consists of 53 sections divided into 8 Parts; Administration (I) ; Contagious and Infectious Diseases (II); Slaughtering of Animals for Food (III); Diseased and Unfit Food (IV); Sanitary Superintendence and Nuisances (V); Public Water Supply (VI); Private Tanks and Wells (VII); General Provisions (VIII).
The Privy Council may appoint a Board of Health for various specified districts pursuant to section 5. Section 7 provides for the composition of Boards. One of these Boards shall be appointed as principal Board of Health. Functions of this Board are set out in section 10, whereas section 11 defines functions of District Boards. Section 28 grants powers to the Privy Council to regulate slaughtering of animals including the licensing of slaughterhouses. Section 29 prohibits the selling of unfit food and section 30 provides for inspection and taking of samples of food offered for sale. Sections 32 to 36 provide for the prevention and abatement of unsanitary conditions and nuisances. Part VI concerns the public supply of water. All public water supply shall be vested in His Majesty in Council and managed and controlled by the Principal Board. Section 39 and 40 prescribes a penalty for taking water otherwise than by pump and willful damage to water supplies. Every public cement tank shall be cleaned out at least once a year and also at all such other times as may be ordered by a Medical Officer or sanitary inspector or District Officer. No person shall dig or sink any well or construct or erect any tank without a permission of the District Board, which may impose conditions with regard to the work to be performed on such well or tank (sect. 44). Section 48 and 49 prohibit the polluting of wells. Regulation making powers of the Principal Board are defined in section 50.
