Abstract
All sites, institutions and agencies that would be responsible for deep sea discharge should have a licence prior to any discharge. These entities should document their waste water treatment procedures and prove that all pollutants have been removed from the water. Licences are granted for a period of three years. Administrative procedures, from initial application to obtaining the final licence are specified in details. Sample application and analysis formats are given.
