Abstract
A Law on the establishment and functions of the Ministry of Forestry (amending the Decree-Law of 442 dated 7 August 1991 on establishment and functions of the Ministry of Forestry). The objective of this Law (including 38 articles and 8 provisional articles) is to establish and arrange the tasks of the Ministry of Forestry which are: 1. Ensure protection, reconstruction, improvement and maintenance of the forests; 2. Classify and define the nature of forests; 3. Prepare afforestation plans and related projects; 4. Take measures to prevent erosion; 5. Improve grasslands within the State Forests and execute graze management; 6. Establish seedling gardens; 7. Provide technical assistance and encourage those who wish to be involved in afforestation activities; 8. Involve in afforestation activities; 9. Prepare forest management plans; 10. Activities to support the social and economic development of villagers living in and adjacent to forests; 11. Take measures to ensure cooperation between the Government and the forest villagers; 12. Expropriate the properties of displaced forest villagers; 13. Meet domestic timber needs, and when necessary import and export timber; 14. Ensure protection, development and management of national park, nature park, hunting and wild life areas; 15. Establish research and training units, train forestry staff, provide training and extension services.
