Notification on the import of fertilizers (Import: 2026/16).

This Notification regulates the importation of fertilizers specified in Annexes 1 and 2. For fertilizers falling within the scope of this Notification, the release of goods for free circulation, importation under the inward processing regime, processing under customs control, or temporary admission procedures shall be subject to the submission of a compliance certificate issued by the Ministry of Agriculture and Forestry, as required by the Customs Administration. However, the goods listed in Annex 2 that have acquired free circulation status within the European Union may be imported without the requirement of a compliance certificate. Furthermore, products covered by this Notification shall not be subject to compliance certification where they are imported for purposes other than use as fertilizers. Any person who acts in contravention of the provisions of this Notification, or who makes false, misleading, or inaccurate declarations in connection with its implementation, shall be subject to the relevant provisions of the Anti-Smuggling Law No. 5607 and the Customs Law No. 4458.
