Notification on quality control over the export and import of specific agricultural products (Product Safety and Inspection: 2026/21).

This Notification establishes the procedures and principles governing the risk-based quality control of agricultural products listed in Annexes I and II in the context of foreign trade. It applies to products exported under the export regime and inward processing regime, as well as to products imported under the release for free circulation procedure and inward processing regime. The provisions of this Notification are without prejudice to, and do not extend to, food safety controls.
This Notification further regulates the registration of company information in the database maintained by the Directorate General of Product Safety and Inspection; the conduct of risk-based quality controls in foreign trade; the rejection of non-compliant exported and imported products; procedures for objections to inspection results; customs-related procedures; the obligations of importers and exporters; sampling and analysis requirements; labeling and certification procedures; and the sanctions applicable in cases of non-compliance.
The quality control of the agricultural products listed in Annexes I and II shall be carried out by authorized inspectors for the purpose of verifying compliance with the applicable technical regulations and standards. The criteria and methodology for risk analysis and risk classification shall be determined by the Risk Commission.
