Regulation amending the Regulation concerning delegation of powers and inspection in the seed sector.

This Regulation adds the definition of certificates as "certification of real and legal persons by the provincial directorate engaged in the production of seed, sapling, seedling, ornamental plant; seed production with tissue culture; seed dealing; seed growing and seed processing" and the definition of the Farmer Registration System. Associated with this amendment, the seed growing certificate issued by the provincial directorate shall be registered to the Farmer Registration System and shall be valid in all provinces. On the other hand, seed dealing certificate shall be issued by the provincial directorate of dealer's location and shall only be valid at that province. The provincial directorates shall issue certificates in accordance with the templates published in the Ministry's official website. Seed, sapling, seedling and ornamental plant producers; seed producers with tissue culture; seed dealers; seed growers and seed processors shall be inspected by the provincial directorate annually.
