Regulation concerning delegation of powers and inspection in the seed sector.

This Regulation sets forth the procedures and principles to empower individuals and companies involved in the production, processing, distribution and marketing of seeds. Producer certificates are issued by the local offices under the Ministry of Agriculture and Rural Affairs and are valid in all provinces. Contracted Producer certificates are issued by the local offices under the Ministry and are valid only in the corresponding province. Sapling producer certificates are issued by the local offices under the Ministry of Agriculture and Rural Affairs and are valid in all provinces. Seedling producer certificates are issued by the local offices under the Ministry and are valid only for the corresponding production facility. Obligations of all producers and contracted producers are specified. Commercial dealers are obliged to obtain a dealership certificate from the local offices under the Ministry. Required qualifications and dealer obligations are specified in the Regulation as well.
