Abstract
This Regulation provides for licences issued to individuals and companies involved in fisheries and for their fishing vessels: personnel working onboard shall be exempt if their age is within the 16-18 years range and if their number is not exceeding 20 percent of total crew. Procedures for application are detailed and their validity covers two years for vessels, and five years for fishermen: they are renewable after expiry within three years time. Licences could temporarily be revoked in order to consent seasonal protection and fish breeding and increase fisheries productivity. Specifications on fishing tools and nets, shall be detailed in a circular as per requirement, mesh size and restrictions as also the provisions on fishing of selected species. The Regulation details also the terms for confiscating fishing tools, violations and eventual fines. The Coast Guard Officers are empowered with the authority to assess eventual offences and their sanctions. New Annexes Nos. 10, 11 and 12 have been added to the text.

Entry into force notes
The Regulation shall enter into force as per the date of publication, but it shall apply also to prvisions as per 29 January 2004.
