Abstract
This Regulation sets forth procedures and principles of the establishment, working, inspection and authorization of plant health diagnostic laboratories. These laboratories are authorized for sampling and pest analysis while carrying out phytosanitary controls for certified seed production. The establishment of the laboratories shall be approved by the Commission which consists of experts from the agricultural quarantine directorates. This Regulation sets forth provisions on minimum technical and hygienic requirements, duties and liabilities of the staff and laboratory units, standards of accreditation, notification on the presence of pest if detected, reporting, registration, training of staff, and administrative sanctions.
