Abstract
This Regulation determines the procedures and principles regarding the management of fluorinated greenhouse gases and other fluorinated substances in order to control the emission of fluorinated greenhouse gases within the scope of the Montreal Protocol on Substances that Deplete the Ozone Layer. It lays down the principles regarding the labeling, data collection, leakage detection, reporting, placing on the market, import, export and use, quota distribution, and recovery and disposal of fluorinated greenhouse gases and other fluorinated substances, including those in the product and equipment, and the rules regarding the training and certification of natural and legal persons who interfere with equipment containing fluorinated greenhouse gases or whose operation is based on these gases. This Regulation is drafted in line with the Regulation (EU) No 517/2014 on fluorinated greenhouse gases and the Regulation (EU) 2024/573 on fluorinated greenhouse gases, amending Directive (EU) 2019/1937 and repealing Regulation (EU) No 517/2014.

Entry into force notes
The second paragraph of Article 9 and the fourth paragraph of Article 10 shall enter into force on 1 January 2025, and other provisions shall enter into force on the day it is published in the Official Gazette.

The provisions of this Regulation are governed by the Minister of Environment, Urbanization and Climate Change.
