Regulation on market surveillance and inspection on fertilizers used in agricultural activities.

This Regulation lays down the procedures and principles of the market surveillance and inspection of fertilizers during production, import, export, placing on the market and distribution processes as well as safety control on the basis of technical regulations. This Regulation covers the products and the real and legal persons engaged in production, import, export, purchase and sale of these products mentioned in the Regulation on Organic, Mineral and Microbial Fertilizers Used in Agriculture. This Regulation sets out provisions on the responsibilities of producers and distributors; inspection on products and conformity marking; licensing, registration certificate and fertilizer distribution certificate; required qualifications of the place of production and sale; administrative sanctions; sampling and analysis in the referenced laboratories; the duties, powers and responsibilities of the inspectors and their training; and the establishment of a database regarding market surveillance and inspection. The methods of sampling and analysis of fertilizers, identification of inspectors, templates of application forms are attached to this Regulation in the Annex.
