Regulation on market surveillance and inspection on fertilizers.

The purpose of this Regulation is to specify the procedures and principles of the market surveillance and inspection of fertilizers during production, import, export, placing on the market and distribution processes as well as safety control on the basis of technical regulations. This Regulation covers the products and the real and legal persons engaged in production, import, export, purchase and sale of these products mentioned in the Regulation on chemical fertilizers used in agriculture. This Regulation sets out provisions on required qualifications of the place of production and sale, responsibilities of producers and distributors, licensing, registration, import license, inspection on production, packaging and labeling, sampling, risk assessment and control on the basis of technical regulations, sanctions, awareness raising of producers, distributors and farmers and establishment of a database regarding market surveillance and inspection. The methods of sampling and analysis of fertilizers are attached to this Regulation in the Annex.
