Abstract
This Regulation is based on Law No. 3285 of 1986 and sets forth basic procedures and rules for the protection from animal epidemic diseases. Exports and imports of any kind of livestock and animal products shall only be channeled through customs offices that shall be determined by the Ministry of Finance and Customs.
A certificate of origin and health certificate issued by the exporting country is essential for importation. Contents of those documents are outlined in this Regulation. The first examination of the animals will be made on the transport vehicles at the entry customs and then sent to examination stations for final checking. Animals and animal products that are brought to the customs without health certificate of the exporting country and those that are found to have diseases, will be rejected. Those that are unable to be returned will be destroyed. Compensation shall be paid for destroyed animals and compensation procedures are defined. The same certificates are required for transit applications. Healthy animals without certificate will be kept in quarantine for 21 days.
Those who wish to export animals and animal products shall obtain health certificate from municipalities. Animals and animal products are subject to examination by the export customs office.
The Regulation contains also provisions on the notification process of disease and follow-up procedures and implementations. In case of any occurrence disease in any neighbouring country or in any country entertaining commercial relations with Turkey, the entry customs will be sealed off completely or partially. Quarantine procedures are defined in detail separately for each major disease. The examination procedure of animals to be slaughtered is also outlined in the Regulation.
Transportation of livestock, can only be carried out witha certificate of origin and health from municipalities and the local organization of the Ministry of Agriculture. Animals can only be sold on animal markets.
