Abstract
The objective of this Law, divided in 4 Parts composed of 61 articles and 1 provisional article, is to fight against animal diseases that could infect human beings and animals. Exports and imports of any kind of livestock and animal products will be made from the customs offices that would be determined by the Ministry of Finance and Customs. Certificate of origin and health certificate issued by the exporting country is essential for importation. The first examination of the animals will be made on the transport vehicles at the entry customs and final examinations will be made at the customs by veterinary surgeons. Animals and animal products that are brought to the customs without health certificate of the exporting country and found to have diseases will be rejected. Those that are unable to be returned will be destroyed. Healthy animals will be kept in quarantine for 21 days. In case of any disease occurrence the highest civil authority of the location will be notified and the area will be sealed off. Measures that would be taken on disease occurrence are indicated in the Law. The Law allows vaccines, serum and other biological materials be produced by individuals and private agencies. Transportation of livestock, except personal animals, can only be made by obtaining certificate of origin and health certificate from the municipalities and the local organization of the Ministry of Agriculture respectively. Animals can only be sold in animal markets. Compensation will be paid to those whose animals are destroyed due to diseases (procedure indicated in the Law). Penal provisions for any possible violation of the Law are specified in the text.
