Regulation on Organic, Mineral and Microbial Fertilizers Used in Agriculture.

This Regulation aims at extending the use of organic, mineral and microbial fertilizers in order to improve the physical, chemical and biological structure of the soil, increase the productivity in plant production, protect human health and prevent environmental pollution. This Regulation lays down the procedures and principles of import, export, production, placing into the market and registration of organic, mineral and microbial fertilizers. It provides for the establishment, duties and powers of the Commission which is responsible for issuing production permits of companies that will produce domestically within the scope of this Regulation, and evaluating the initial import and placing on the market of microbial fertilizers and the products included in Annex-1 of the Regulation on the principles and implementation of organic farming, and, if deemed necessary, the import and placing on the market of other products included in the annexes of this Regulation. Furthermore, this Regulation sets out provisions concerning the production permit, import permit, export permit, licensing, inspection, sampling, testing, labelling, marking, data declaration, and licensing of products under the scope of the organic agriculture. The provisions of the Regulation on market surveillance and inspection on fertilizers shall apply to the procedures relating to the import permit, license and registration certificate of the products included in Annex-20 of this Regulation.
