Abstract
This Regulation lays down rules for the organization, duties, powers, working procedures and principles of the Security and Emergency Situations Coordination Center in order to ensure coordination and cooperation among the central and local governmental institutions, the private sector and non-governmental organizations for effective risk management in case of emergencies arising from nature, people and technology. The overall purpose of this Regulation is to ensure public order and security, fundamental rights and freedoms of individuals, and peace and security of the society. This Regulation sets forth provisions on emergency planning for activities to be carried out before, during and after the event with an integrated management approach in case of emergencies.
