Abstract
The objective of this Regulation is to define the necessary legal, administrative and technical basis for producing environmental friendly packaging. Packaging producers must recycle the packaging materials and respect the treshold values prescribed for heavy metal. Packaging wastes could not be disposed without proper measures taken. The Ministry of Environment and Forestry is authorized to order waste collection, recycling, and disposing procedures and methods. The Ministry also issues preliminary, provisional, and operational licenses for recycling facilities. Respective duties of local administrations and municipalities on the subject are given in the regulation. The main responsibilities of packaging producers include designing of environmental friendly packaging, comply with heavy metal threshold values, use necessary symbols describing recycling and packaging type, and annually inform the Ministry about the produced packagings. Packaging wastes are collected separately from other wastes. Collection details regarding main packaging, outer packagings and transportation packaging are given in the regulation. The regulation also provides recommendations and guidance to the public on waste collection. Individuals and companies who wish to be involved in recycling processess should have a license issued by the Ministry of Environment and Forestry. A preliminary 1-year license is given to approved applicants and a 3-year license is given to those who accomplish all required procedures. Licenses could be renewed after an inspection report
