Abstract
This Regulation sets forth the general principles and rules concerning the control of packaging wastes. The Ministry of Environment and Forestry is responsible for defining the policies and programmes regarding the collection, recycling, recovering and disposal of packaging wastes. The Ministry is also authorized to grant licences for waste collection, sorting and recycling facilities. The municipalities are obliged to monitor and manage waste collection activities. Packaging must be produced so as to be reusable, recyclable, recoverable. Packaging raw material and material producers and importers must take measures to ensure that concentrations of lead, mercury, cadmium and chromium do not exceed the limits specified. The Regulation also requires packaging producers and distributors to keep relevant records and submit them to the Ministry of Environment and Forestry each year. Further provisions apply to companies and agencies authorized to collect, sort and dispose packaging wastes. Details on recycling and recovering targets are given as well.

The Regulation came into force on 24 June 2007. Paragraphs a and b of article 23 enters into force on 1 January 2009, whereas paragraph c of article 23 enter into force on 1 January 2010.
