Abstract
This Regulation sets forth principles and procedures for defining and registration of livestock facilities, and defining and registration and monitoring of bovines in these facilities, to enable more efficient controlling of livestock movements and animal diseases. It is based on Law No. 3285, Animal Health and Enforcement Force, and Law No. 4631, Animal Improvement Act. The Ministry of Agriculture and Rural Affairs is authorized to define and register bovines, issue necessary movement passes, and registration of animal facilities. A central unit within the Ministry of Agriculture and Rural Affairs sets up a computerised database for monitoring animal movements, enable information flow among local units and monitor the activities of local units. The local units define and register bovines, register animal facilities, prepare and issue animal passes, supervise and inspect facilities.
Buyers and sellers of bovines have to provide required information on their transaction to relevant local units. Slaughterhouses have to check animal passes to ensure that bovines brought for slaughtering are officially registered, and inform local units if come across with unregistered animal. Animal market managements also have to check animal passes to ensure proper registration. The registration process and method are set out in detail. All newborn bovines are to be registered within one month after birth until year 2005, and within 20 days after 2005. Bovines imported from non-EU countries have to be registered latest within 20 days after necessary controlling procedures are accomplished. Bovines imported from EU countries have to be registered with their earmarking. Registration process and procedures for animal facilities are also given in the Regulation.

The Regulation shall enter into force after 3 months following its promulgation date in the Official Journal.

This Regulation revokes "Regulation on Defining, Registration and Monitoring of Ruminants" (O.J. 24069 dated 4 June 2000).
