Abstract
This Regulation sets out the procedures and principles regarding the establishment of a renewable energy resource guarantee system and its operation in a non-discriminatory, objective and transparent manner. The purpose of this Regulation is to certify the supply to consumers of electricity produced from renewable energy sources, with the aim of expanding the use of renewable energy sources in electricity production and consumption and protecting the environment. This Regulation lays down provisions on: (I) tracking, proving and disclosing by licensed legal entities that a certain amount or proportion of the electrical energy supplied to consumers is produced from renewable energy sources; (II) the participation of legal entities holding production and supply licenses in the renewable energy resource guarantee system; (III) principles regarding the establishment and operation of the renewable energy resource guarantee system and the organized renewable energy resource guarantee market; and (IV) the duties and powers of the market operator and rights and obligations of licensed legal entities.
