Abstract
The purpose of this Law is to ensure the development of electricity market and the delivery of sufficient, good quality, low cost and environment-friendly electricity to consumers and to ensure the autonomous regulation and supervision of this market. The scope of this law covers generation, transmission, distribution, wholesale, retailing and retailing services, import, export of electricity; rights and obligations of all real persons and legal entities directly involved in these activities. This Law also covers the rules and principles of licensing and conditions of energy production without license. Chapter 3 of the Law sets forth provisions regarding controls and sanctions. Chapter 4 provides for tariffs, consumer support, privatization, expropriation and supply security. This Law further amends the Law no. 4628 by changing its title as "Law on the Organization and Duties of the Energy Market Regulatory Authority" and by making further minor amendments. The Ministry of Energy and Natural Resources is responsible for monitoring the security of supply of electricity and taking measures regarding supply security.
