Abstract
This Regulation lays down rules for the electricity generation without the obligation of establishing a company and licensing, in order to promote small-scale producers to ensure supply security, reduce energy losses, and promote the utilization and increase the efficiency of renewable energy resources. This Regulation shall apply to the electricity generation facilities which are owned by real and legal persons and do not have license. This Regulation sets forth provisions on the exemption from licensing and establishing a company; design, installation, operation, maintenance and testing of the production facilities in accordance with the relevant standards and related technical legislation; connection of production facilities to distribution system; water use rights in production facilities based on hydraulic resources; procedures and principles for application; issuance of producer certificate for unlicensed producers; remote monitoring, protection and control systems; determination, evaluation and purchasing of surplus energy; and the obligation for the consumption facilities to be located in the same distribution area.
