Abstract
This Law sets forth basic procedures and rules for sugar production, pricing and marketing.
Quotas are established for sugar supply: quota "A" for sugar produced in accordance to domestic demand; quota "B" for sugar produced as a percentage of quota "A" for reserve purposes; and quota "C" for sugar produced not to be marketed domestically, and raw and white sugar procured for processing export products. In order to stabilize sugar production and supply, marketable sugar will be determined in terms of quotas. "A" and "B" quotas for sugar companies will be determined by the Sugar Board each year for the subsequent five years. Sugar beet prices will be determined each year by a joint decision of sugar production companies and beet producers. Sugar prices will be determined under free market conditions by sugar production companies. Sugar procured under "C" quota can not be marketed domestically. A Sugar Institution and a seven-member Sugar Board are established under this Law to supervise sugar production and marketing activities. The Law defines the Board's functions in details. Administrative fines will be applied to those who would violate the provisions of this Law.
