Abstract
These Regulations provide for the management, protection, control, and promotion of the cotton cultivation and industry, and regulate the trade in selected cotton products and seed.
The 55 regulations are divide into 7 Parts: Cotton cultivation (I); Grading (II); Buying of cotton (III); Cotton Development Fund (IV); Ginning and baling (V); Levy on cotton lint (VI); Purchase, sale and export of cotton lint and cotton seed (VII); Final (VIII).
All farmers, except those in cotton quarantine areas, are free to grow cotton provided that they use for such cultivation seeds supplied to them in accordance with these Regulations (reg. 2). Cultivation or importation of cottonseed requires a permit from the Director under regulation 3. The Board shall, pursuant to regulation 4, enter into contracts with companies for the production of certified cottonseed. Regulation 9 and 10 concern measures to prevent or control the outbreak and spreading of pests and diseases. No person other than a holder of a seed cotton licence issued by the Tanzania Cotton Lint and Seed Board shall buy seed cotton (reg. 15). A Cotton Development Fund is established under regulation 26. The Fund shall carry out the cotton production promotion functions outlined in regulation 27. The Schedule prescribes various forms, and lays down conditions to be observed by cotton buyers and rules for cotton ginners, cotton lint exporters, and cottonseed exporters.
