Ministerial Decree No. 459 validating the Regulation on the modalities of issuing authorization for special management of natural resources of the national importance.

The present Regulation establishes the modalities of issuing authorization for special management of natural resources, except for forest and water resources, of the national importance, to enterprises, institutions, organizations and citizens. The following natural resources are subject to authorization: 1) natural resources of the continental shelf and EEZ; 2) biological diversity, fish, aquatic invertebrates, marine mammals in state of natural freedom and other animals recorded as natural resources of national importance; 3) natural resources within the boundaries of protected areas; 4) protected animals and protected plants recorded in the Red Book of the Ukraine; 5) minerals except those widely distributed; 6) protected natural forested areas recorded in the Green Book of the Ukraine. Authorisation for special management of natural resources must be issued in accordance with the application in which the need of the aforementioned resources must be specified. Decision on the issuing of the authorization for special management of natural resources of the national importance must be taken within a month from the date of forwarding the application.
