Order No. 364 of the Ministry of Agrarian Policy validating the normative and legal documents regarding valuation of pedigree horses and pedigree registration in the field of horse breeding.

The valuation of horses is a complex appraisal of quality and breed thereof by summing up the characteristics for the purpose of the revelation of pedigree value and economic predestination. The valuation of horses shall be carried out annually in all horse breeding enterprises irrespectively of the form of property. The valuation of horses shall be carried out by the zootechnicians appointed by the Ministry of Agrarian Policy. The organizations (institutions) appointed by the Ministry shall analyse the results of valuation by the breed, shall determine pedigree value of the herd and shall submit to the Ministry annually by 1 February data regarding the state of valuation. The horses which value is confirmed by the records in the state herd books concerning them and their parents specifying the pedigree breed thereof shall be considered pedigree breed and shall be subject to valuation. The present Regulation shall be applicable to the thoroughbred saddle-horses, the thoroughbred Arabic, the Ukrainian saddle-horse, the Trakehner, the Hannovarian, the Orlov and the Russian Trakehner, the Latvian, the Dorian, the New Alexander and the Soviet cart-horses breeds. The following criteria shall be applicable to saddle-horses, trotters and cart-horses in the process of valuation: 1) origin, typicality, measurements, figure; 2) working and milking productivity and the quality of descendants. Each quality shall be valued by ten-point scale.
