Abstract
This is five-year multi-sectoral Integrated Strategy implementing ASSOCIATION AGREEMENT between the European Union and its Member States, of the one part, and Ukraine, of the other part in order to facilitate trade in commodities covered by sanitary and phytosanitary measures between the Parties, whilst safeguarding human, animal and plant life or health by approximating Ukraine’s laws to those of EU, ensuring full transparency as regards sanitary and phytosanitary measures applicable to trade, recognising the animal and plant health status of the Parties and applying the principle of regionalization and establishing a mechanism for the recognition of equivalence of sanitary or phytosanitary measures maintained by a Party. It shall be applicable to the whole national territory of Ukraine.
Section I is related to public health and, to such purpose, establishes the basic principles and requirements for safety of foodstuffs and animal feedstuffs, state control in the sphere of sanitary and phytosanitary measures, labelling and information related to foodstuffs, including indication of nutritional value and benefits for human health. It establishes sanitary safety requirements for meat and meat-based products, poultry and poultry products, rabbits and game, molluscs and fish products, milk and dairy products, eggs, apiculture products, spices, food additives destined for human consumption. Particular attention is paid to chemical used in packaging materials contacting with foodstuffs. It sets forth requirements for the use of genetically modified organisms (GMO). As regards MRL of pesticides in foodstuffs and animal feedstuffs, Integrated Strategy establishes to conform it with EU legislation within 2018.
Section II regards animal health. It establishes requirements for live animals of species, including live fishes, amphibians and bees listed in the Annex IV-A to the ASSOCIATION AGREEMENT. It determines measures for the prevention of animal diseases, including infectious animal diseases. Particular attention is paid to identification and registration of livestock and veterinary and sanitary requirements for byproducts of animal origin that are not destined for human consumption. It establishes requirements for safety of animal feedstuffs, prevention of content of undesirable substances therein. Separate requirements are established for veterinary drugs, modalities of slaughtering and for breeding of livestock.Section III establishes phytosanitary requirements with a view of plant protection, protection of intellectual property rights to plant varieties, registration of plant protection products. Special requirements are set for fertilizers and measures for protection of seeds and planting material.
