Abstract
Atmospheric air as an integral part of natural resources is a national wealth and is protected by the state. The main objectives of the legislation on the protection of atmospheric air are: (a) preservation of the natural composition of atmospheric air; (b) prevention and reduction of harmful chemical, physical, biological and other impacts on atmospheric air; and (c) legal regulation of the activities of state bodies, enterprises, institutions, organizations, public associations and citizens in the field of atmospheric air protection. Standards in the field of atmospheric air protection determine the regime for the protection of atmospheric air, methods of monitoring its condition, and establish other requirements for the protection of atmospheric air. Standards for maximum permissible emissions of pollutants, biological organisms into the atmospheric air and maximum permissible harmful effects of physical factors on it are established for each stationary source of emissions or harmful physical impact on atmospheric air for each of the pollutants, biological organisms and physical impact factors. Emissions of pollutants into the atmospheric air by stationary sources of pollution are permitted in accordance with the standards for maximum permissible emissions of pollutants determined based on the results of the state environmental impact assessment. The harmful impact of physical factors on atmospheric air must not exceed the corresponding maximum permissible levels. The placement of man-made formations on the territory or near populated areas that may be sources of air pollution or other harmful impact on it is prohibited. Emissions into atmospheric air shall be carried out in accordance with licenses issued by the State Committee for Environmental Protection. Enterprises and organizations running and repairing equipment containing ozone depleting substances must provide for the registration thereof and substitution with ozone friendly substances. Environmental fees for negative impact upon atmospheric air shall be collected from enterprises, institutions and organizations in accordance with the legislative provisions.
