Circular No. 22/2018/TT-BNNPTNT of the Minister of Agriculture and Rural Development regulating crew members of fishing vessels and fishery service vessels.

This Circular regulates the titles, staffing, professional standards, and professional certificates of fishing vessel crew members; standards for foreign crew members working on Vietnamese fishing vessels; titles, duties and staffing of fisheries public service ships. Fishing vessel crew members include captain, deputy captain, chief engineer, mechanic, and sailors. Article 10 sets up the minimum safe staffing requirements for fishing vessels. Article 11 provides for the rules for the professional diplomas and certificates of captains, deputy captains, chief engineer officers and mechanics of fishing vessels.
