Abstract
This Decree, consisting of six articles, provides for the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development. This Ministry is a Government agency that performs the function of state management of the following sectors: agriculture, forestry, salt production, fisheries, irrigation, disaster prevention, and rural development. The Ministry has the following specific tasks and powers: submit to the Government and the Prime Minister development strategies, plannings, national projects and related activities; approve field development strategies, plannings and programmes; elaborate circulars, decisions, national technical regulations, regulations and techno-economic norms; guiding, monitoring, and evaluating reports and being responsible for implementing policies, strategies, and plans under the Ministry's state management sector.
Regarding cultivation and plant protection it aims to: direct the implementation of plannings on development of safe plants and agricultural products; plan the use, protection and improvement of agricultural land fertility; anti-erosion, desertification and landslides; manage prevention of plant diseases; implement plant structure; cultivation, harvesting and preservation techniques; summarize and evaluate the implementation of annual production and cultivation plans, etc.
Regarding animal husbandry and veterinary it aims to: direct the formulation and inspection of the implementation of husbandry areas and safe husbandry products; manage the budgets for programmes on prevention and fighting against epidemic diseases in animals; manage farming techniques; summarize and evaluate the implementation of annual livestock production plans, etc.
Regarding fisheries it aims to: guide the implementation of fisheries development mechanisms and policies after being decided by competent authorities; guide and inspect the implementation of regulations on management of inland marine conservation zones and conservation zones related to aquatic resources; monitor the implementation of the planning on exploitation, protection and development of aquatic resources; regulate fishing vessel safety, disaster prevention information for fishermen and fishing vessels at sea; exploit and protect aquatic resources development, etc.
Regarding forestry it aims to: guide and inspect the provisions on forest management, forest species protection, wild animals, endangered, precious and rare species; manage SUF system on the protection of forest ecosystems, forest wildlife; guide and inspect the forestry, agriculture and fisheries combined production; monitor the implementation of regional planning practice on aquaculture and related environmental warnings; techniques and seasons; control aquatic diseases, etc.
