Circular No. 23/2018/TT- BNNPTNT of the Minister of Agriculture and Rural Development regulating fishing vessel registrars; recognition of fishing vessel registration facilities; technical safety of fishing vessels and fisheries surveillance vessels; registration of fishing vessels and fisheries service vessels; Deregister fishing vessels and mark fishing vessels.

This Circular regulates standards, tasks, professional training, order and procedures for issuance and revocation of cards and technical marks of fishing vessel registrars; recognition of fishing vessel registration facilities; technical safety of fishing vessels and fisheries surveillance vessels; registration of fishing vessels and fisheries service vessels; Deregistering fishing vessels and marking fishing vessels.
Fishing vessels specified in Clause 1, Article 67 of the Law on Fisheries and fishery inspection vessels must be registered. Fishing vessels with a maximum length of less than 12 meters must install safety equipment when operating according to Appendix IV issued with this Circular.
