Abstract
This Circular, consisting of 18 articles divided into four Chapters and two Appendixes, specifies Clause 3, Article 22 of the Government's Decree No. 18/2015/ND-CP of 14 February 2015, providing environmental protection master plans, strategic environmental assessment, environmental impact assessment and environmental protection plans. This Circular applies to agencies, organizations and individuals involved in the formulation, appraisal and approval of detailed environmental protection schemes and in the formulation and registration of simplified environmental protection schemes. This Circular is divided as follows: General Provisions (Chap. I); Formulation, Appraisal, Approval and Implementation of Detailed Schemes (Chap. II); Formulation and Registration of Simplified Schemes (Chap. III); Organization of Implementation and Implementation Provisions (Chap. IV). Appendixes establish: Establishments required to formulate detailed environmental protection schemes; and Establishments required to formulate simplified environmental protection schemes.
