Abstract
This Circular prescribes: 1. National Technical Regulation on domestic water quality (QCVN 01-1:2024/BYT). 2. Internal control, external control, inspection and supervision of domestic water quality (hereinafter referred to as “clean water”). It prescribes permissible limits for the parameters (microbiological, chemical, sensory, radiological) and mandates internal control by suppliers/consumers (monthly Group A, semi-annual Group B tests) plus annual external control by health agencies. Results must be publicly disclosed; non-compliance triggers immediate remediation, reporting, and alternative water supply.
Implementation roles are assigned to Ministry of Health, provincial People’s Committees, Departments of Health, CDCs, and district medical centers to guide, inspect, and fund monitoring. Laboratories must be ISO/IEC 17025 accredited, and localities must align local regulations by 31 Dec 2027. Suppliers, consumers, and self-producers must declare conformity, maintain logs, and ensure continuous safe supply.
