Decision No. 50/2003/QD-BNN promulgating the Regulation on expertise of quality and residues of plant protection drugs and assay of plant protection drugs for the purpose of registration in Vietnam.

The Regulation provides for the application of the expertise to plant protection drugs (PPDs) quality and residues as follows: - determination of active principles, - classification , - assessment of the eventual presence of impurities potentially toxic for plants, humans and environment, - use of additives increasing drug safety , - biological activities, - evaluation of residues in agricultural, forestry , edible products and foods and in the environment (active principles, toxic metabolic by products). The expertise is extended to : - PPDs raw materials both exported and imported - PPDs stored in warehouses, production sites , bottling and packaging facilities or trading centers.
The PPDs registration is effected only when the PPDs have been tested for efficacy in pest prevention and eradication and impact on plants, humans and environment. PPDs testing includes drugs applying for registration, or whose trade names are not yet comprised in the list of those officially used in Vietnam; drugs already used but whose indications, active principles, dosages or mixtures have changed and must be registered as new products; drugs already banned that must be newly tested to evaluate lifting the ban on their use. Special appointed PPDs Expertise Centers shall conduct all the procedures to sample, test and report quality and residues content evaluations and register new PPDs
