It mandates financial contributions from producers and importers to support recycling and waste treatment, with clear formulas and reporting requirements. The decree also introduces incentives such as tax exemptions for environmentally friendly practices and outlines responsibilities for various government levels and agencies. It emphasizes transparency, public participation, and the use of digital systems for environmental data management.
