Decree No. 06/2022/ND-CP on Mitigation of GHG Emissions and Protection of Ozone Layer.

This Decree elaborates several Articles of the Law on Environmental Protection, including Article 91 on reduction of GHG emissions, Article 92 on protection of ozone layer, Article 139 on organization and development carbon market.
The Decree outlines responsibilities for ministries, organizations, and individuals in implementing GHG inventories, mitigation plans, and carbon market mechanisms. Key provisions include the establishment of a national MRV system, allocation of GHG emission allowances, and development of domestic and international carbon credit exchange systems aligned with the Paris Agreement. Additionally, the Decree details the management and phaseout roadmap for ozone-depleting substances (ODS) and controlled GHGs like HFCs, including registration, reporting, and quota allocation procedures. It promotes sustainable cooling technologies, recycling, and disposal of controlled substances, and mandates capacity-building and public awareness initiatives. The Ministry of Agriculture and Environment is designated as the lead agency for implementation and coordination across sectors.
