Decree No. 33/2010/ND-CP on the management of fishing activities in sea areas by Vietnamese organizations and individuals.

This Decree provides for the management of fishing activities within and outside sea areas of Viet Nam in order to organize the effective exploitation along with the protection and development of aquatic resources, to ensure safety for fishermen and fishing vessels operating in sea areas and to ensure lawful fishing activities inside and outside sea areas of Viet Nam.
The Decree divides sea areas of Viet Nam into three fishing areas: coastal area; inshore area; and offshore area. Organizations and individuals engaged in fishing activities in these areas shall comply with provisions set out in the text, including: regulations of the Ministry of Agriculture and Rural Development on lists of aquatic species banned from fishing, fishing methods, types and minimum sizes of aquatic species permitted for fishing, etc.; and provisions on the use of certain fishing vessels operating in fishing areas.
In addition, the Decree provides for conditions for fishing outside sea areas of Viet Nam and sets out procedures for obtaining permits for a fishing vessel to operate outside sea areas of Viet Nam, fishing vessel registration certificates, technical safety certificate of fishing vessels, etc.
The Decree further provides for responsibilities of organizations and individuals engaged in fishing activities and for responsibilities of state management agencies.
