Abstract
This Law makes amendments to some articles concerning planning of 37 laws.
Amendments to some Articles of the Law on Water Resources include: 1. Clause 8 of Article 3 is amended as: "8. Relevant planning prescribed by the law on planning, plans, programs and projects on socio - economic development, national defense and security must be associated with watercourses capacity and water resource protection, and ensure that the flow on rivers does not exceed the threshold in extraction of water from aquifers and measures for improving people’s life must be taken.”. 2. Clause 3 of Article 52 is amended as follows: “3. The extraction of underground water shall be licensed according to the water resources planning, comprehensive planning of inter-provincial river basins and watercourses, provincial planning and results of baseline surveys and exploration of underground water, potential and reserves of underground water and regulations in Clause 4 of this Article.” . Amendments to some Articles of the Law on Irrigation include: Article 11. Irrigation planning; Article 12. Rules for formulating irrigation planning; etc.
Chapter IV Land Use Planning and Plans of the Land Law is amended. Amendments to some Articles of the Law on Environmental Protection include: Article 8. Bases for formulating and period of environmental protection planning; Article 9. Environmental protection planning and contents related to environmental protection in regional planning and provincial planning; etc. Amendments to some Articles of the Law on Minerals include: Article 11. Planning for geological baseline survey of minerals; Article 14. Adjustments to mineral planning; etc. Amendments to some Articles of the Law on Hydrometeorology include: Article 11. National hydrometeorological station network planning; etc. Amendments to some Articles of the Law on Biodiversity include: Article 8. Bases for formulating and period of comprehensive planning for biodiversity conservation; Article 10. Organizing formulation, approval and adjustment of comprehensive planning for biodiversity conservation, and biodiversity conservation mentioned in the provincial planning; etc. Amendments to some Articles of the Law on Plant Protection and Quarantine include: Point b Clause 2 of Article 7 and . Point a Clause 1 of Article 8. Amendments to some Articles of the Law on Dikes include: Article 8. Rules and bases for formulating planning for flood control on river routes with dikes; Article 9 Contents for planning for flood control on river routes with dikes; etc.
The Law further makes amendments to some Articles of the Law on Atomic Energy, the Law on Thrift Practice and Waste Combat, the Law on Advertising; etc.
