Abstract
These Regulations, made by the Minister of Transport Affairs under section 3 of the Marine Pollution (Prevention of Pollution from Ships) Act, require harbours (as defined) in South Africa or its territorial waters to have adequate waste reception facilities into which ships may discharge garbage. If the Director-General of Transport holds that an harbour does not have adequate facilities, s(he) may require the harbour authority to arrange for such facilities as may be specified in a direction of the Director-General of Transport. A harbour authority may impose conditions in respect of use of such facilities.
