National Parks and Wildlife Act (No. 10 of 1991).

This Act makes provision for the creation of wildlife reserved areas, the administration of wildlife, hunting of wild animals, the protection of wild animals, and the trade in trophies and meat of wild animals.
Its 186 sections are divided into 15 Parts: Preliminary (I); Administration (II); Discipline (III); National Parks (IV); Game Management Areas (V); Game animals and protected animals (VI); Licenses (VII); Hunting of wild animals (VIII); Killing, wounding or molesting wild animals (IX); Trophies (X); Sale and transfer of wildlife animals and of meat of wildlife animals (XI); Import and export of wild animals meat and trophies (XII); Miscellaneous (XIII); Offences, penalties and forfeitures (XIV); Forms and regulations (XV).
"Animals" in the sense of this Act includes birds but not fish. Section 3 vests ownership of all wild animals of Zambia in the President. Section 4 makes provision for a Director of National Parks and Wildlife Service. This public officer appointed by the Minister shall be assisted by Deputy Director and wildlife police officers (sects. 5 and 6). Part III concerns disciplinary control of these officers. There are established tribunals to judge offences by wildlife police officers under sections 13 to 17. Wildlife Police Appeals Board, consisting of members appointed by the Minister, shall hear appeals for a tribunal made by wildlife officers above the rank of Assistant Wildlife Ranger (sect. 25). National parks shall be established by the President under section 27. A National Parks Board is established under section 30. Board members are appointed by the Minister. The Minister may also establish Integrated Resource Development Committees for to mange any National Park or game management area established under section 54 (sect. 37). Hunting shall be restricted and permits shall be obtained from the Director in order to be allowed to hunt in such areas. Animals specified in the First Schedule are declared to be game animal (sect. 57). The Minister may also declare protected animals under section 58. Various kinds of licences are specified in section 61 and subsequent sections provide for each type of licences the requirements for granting such licence and procedures for issue or revocation of such licences.
