Abstract
This Act establishes the National Biotechnology Authority and the Biotechnology Fund and provides for the control of biotechnology in Zimbabwe. The Act concerns: (a) research into and the development, importation, exportation and use of biotechnological processes; (b) the import, export, contained use, release or placing on the market of any product of biotechnology that is likely to have adverse effect on human health or safety or the environment, (c) any activity involving biological and molecular engineering technologies that are declared by the Authority to constitute potentially harmful research or undertakings; (d) all measures aimed at minimizing the impact of biotechnological processes on national security, human health, animals, plants and the environment.
The Authority is established as a body corporate and shall, among other things, advise the Minister, develop a long-term policy on biotechnology, promote use of biotechnology and approve and review any use of biotechnology in Zimbabwe. The Board of the Authority may issue guidelines and standards of practice. The Authority shall establish a register where facilities and permits shall be registered. Control shall also be carried out through notification and reporting by registered users. Every biotechnology research institute shall have a biosafety committee and for each project a project supervisor shall be appointed. Other provisions of the Act concern inspections, the Biotechnology Fund, levies and regulation-making powers of the Minister.

An Act to establish the National Biotechnology Authority whose function shall be to support and manage biotechnology research, development and application; to provide for the constitution of a board of the Authority; to provide for the establishment of the National Biotechnology Fund for the development of the products of biotechnology; to provide for the fixing of standards of quality and other matters relating to products of biotechnology produced in Zimbabwe; and to provide for matters connected with or incidental to the foregoing.
