Abstract
These Regulations implement provisions of the Fisheries Act of 2006. They establish a Fisheries Advisory Committee, provide rules relative to use of local and foreign fishing vessels and fishing gear, provide for fisheries conservation measures and define offences.
The Fisheries Advisory Committee shall consist of, among others, representatives of fishermen. It shall advise the Minister on fisheries management and development and provide other specified advice to the Minister. The Regulations provide for registration and licensing of local fishing vessels with the Chief Fisheries Officer and the licensing of foreign fishing vessels. The Regulations set out general conditions for a licence for a local or foreign fishing vessel and provide rules for the stowage of gear. Additional conditions apply to sport fishing vessels or commercial fishing vessels. Also local fishermen shall be licensed and put on record by the Chief Fisheries Officer.
Use of artificial reefs and fish aggregating devices shall be subject to special requirements. Fish conservation measures concern, among other things: protection of lobsters, marine turtles and their eggs, marine conch, Parrotfish, Catfish and spawning Nassau Grouper, Red Hind and Coney; special permits for the taking of marine flora and fauna and coral; restrictions on the introduction of non-indigenous fish; restrictions on fishing methods in inland waters; specifications for gear and mesh size; marking of fishing gear; and designation of landing sites.
