Abstract
This Act provides for the exploration, exploitation and conveying of petroleum and fuel gas in the State of Queensland. It consists of 15 Chapters divided into 991 sections: Preliminary (1); Petroleum tenures and related matters (2); Provisions for coal seam gas (3); Provisions for geothermal tenures and GHG auhtorites (3A); Licences and related matters (4); Common petroleum authority provisions (5); Petroleum royalty (6); Fuel gas quality and characteristics for consumers (7); Petroleum and fuel gas measurement (8); Safety (9); Conferences, investigations and enforcement (10); General offences (11); Reviews and appeals (12); Evidence and legal proceedings (13); Miscellaneous provisions (14); and Repeal and transitional provisions (15).
The purpose of this Act is to facilitate and regulate the carrying out of responsible petroleum activities and the development of a safe, efficient and viable petroleum and fuel gas industry, in a way that: manages the State’s petroleum resources having regard to the need for ecologically sustainable development, and for the benefit of all Queenslanders; enhances knowledge of the State’s petroleum resources; creates an effective and efficient regulatory system for the carrying out of petroleum activities and the use of petroleum and fuel gas; encourages the construction and operation of transmission pipelines; ensures petroleum activities are carried on in a way that minimizes conflict with other land uses; optimizes coal seam gas production and coal or oil shale mining in a safe and efficient way; appropriately compensates owners or occupiers of land; encourages responsible land management in the carrying out of petroleum activities; acilitates constructive consultation with people affected by activities authorised under this Act; etc.

Entry into force notes
Ss 1-2, 968 of this Act (to the extent it ins pt 19 div 6 sdivs 1–2 for the Mineral Resources Act 1989) enter into force on 12 October 2004. Remaining provisions on 31 December 2004.
