Abstract
This Act shall regulate the conditions and the procedures for the trade, import, export, storage, use and placement on the market of chemical substances and preparations.
This Act consists of 8 Chapters divided into 37 articles. Dangerous chemical substances and preparations shall be the ones classified in the categories listed in article 2. Procedures and methods for the packaging and labelling of chemical substances and preparations are provided for in Chapter II. All new chemical substances, which will be placed on the market, shall be subject to notification and the notified person shall submit to the Minister of Environment and Water documents specified in article 10. The Minister of Environment and Water shall then issue a certificate for the conducted assessment of risk to man and the environment of the notified chemical substance after the registration certificate has been issued. Conditions and procedures for placing active substances and biocide products on the market are provided for in Chapter IV. The Minister of Environment and Water shall issue a certificate of import or export registration and shall authorize the import or export of dangerous chemical substances and preparations (Chapter VI). The Minister of Environment and Water shall exercise the control over chemical substances and preparations in order to protect the environment and humankind's health. The Act provides penalties for violations of its provisions.

Entry into force notes
The Act enters into force force 1 month after its promulgation in the State Gazette, except for the provisions of Chapter Four, Section I "Conditions and procedure for placing active substances and biocidal products on the market", which shall become effective as of 1 January 2007.
