Abstract
This Decree, consisting of 8 Chapters, regulates the Programme for Food Acquisition (PAA) as part of the National System for Food and Nutrition Security (SISAN), established by Law No. 11.346 of 15 September 2006. It has the following purposes: to encourage family farming, promoting their economic and social inclusion, promote production with sustainability, processing, industrialization of food and income generation (I); to encourage the consumption and use of food produced by family farmers (II); to promote access to food, in quantity, quality and regularity to people facing food and nutrition insecurity, from the perspective of the human right to adequate and healthy food (III); to promote food supply through government purchases of food, to provide school feeding at the municipal, state, county and federal levels and the areas covered by public consortia (IV); constitute public stocks of food produced by family farmers (V); to support the stockpiling of cooperatives and other formal organizations of family farming (VI); to strengthen local and regional circuits and marketing networks (VII); to promote and enhance biodiversity and organic and agroecological food production and to encourage healthy eating habits at local and regional level; and to encourage cooperatives and associations (VIII).
