Abstract
In this Act, "disease" is defined as the diseases listed in section 2 and other diseases which the Minister, by notice in the Gazette, may declare to be diseases for the purposes of this Act. Every owner of an animal affected by any disease shall notify the disease to the authorities and keep the animal(s) affected separate from healthy animals (sect. 3). The Director of Veterinary Services may, by notice published in the Gazette: (a) declare any area to be an infected area as regards any disease named in such notice; (b) alter the limits of an area; (c) declare an area free from disease; (d) prohibit movement into or out of the area of any animal, carcass, litter, dung or fodder, except under a permit issued by a veterinary officer (sect. 4). In absence of any other provision made by Regulations under this Act, the provisions of section 5 shall apply to any infected area. Section 6 provides for the import and export of animals and animal products and the declaration of infective agents. The Minister may, by notice, establish quarantine stations. The Minister may also declare stock-free zones (sect. 8). Section 10 deals with stock in transit. Other sections provide for slaughter of infected animals and compensation, powers to order seizure of stock, manufacture and sale of any vaccine serum, serum, virus, biological product, therapeutic substance or other similar products used for treatment of diseases, evidence of certificates, and regulation-making powers of the Minister.
