Ministerial Decree No. 126 regarding some issues of management of protected animal species.

This Ministerial Decree implements CITES Convention and establishes the modalities of registration of protected wild animals kept in captivity or that are CITES samples. The Ministry of Natural Resources and Environmental Protection shall be the state institution authorized to carry out the aforesaid registration. The applicant shall submit to the Ministry the following documentation: (a) application; (b) photographs of wild animals subject to registration; and (c) certificates attesting legal ownership of wild animals, parts or derivates thereof. Annex 1 contains application form, Annex 2 contains registration form, Annex 3 contains registration certificate form, and Annex 4 contains register for recording of registration certificates. Rules regulating the distribution and number of wild animals define the conditions for regulating the distribution and numbers of wild animals and the procedure for issuing permits for the extraction of wild animals for the purpose of regulating their distribution and numbers, as well as a list of invasive alien species and harmful wild animals. The distribution and numbers of the following wild fauna species are subject to regulation: (a) wild animals that cause harm to components of the natural environment, life, health and property of citizens, property of legal entities; (b) wild animals that cause harm to agriculture, forestry, hunting and (or) fisheries; (c) invasive alien species of wild animals according to Annex 1; (d) wild animals whose numbers exceed the optimal number of wild animals; (e) wild animals that worsen the sanitary and aesthetic condition of populated areas, residential, industrial, cultural, household and other buildings and structures; (f) wild animals that cause disturbance to residents of populated areas; (g) wild animals that pose a threat to or impede transport communications, the functioning of power lines, industrial and military facilities; and (h) wild animals that were born with physical developmental disabilities or are affected by a disease that is dangerous to their life, the life or health of other animals and/or citizens.
