The Act establishes the legal framework for the conservation, protection, and sustainable management of forests within the canton, implementing federal forest legislation and supporting environmental and spatial planning policies. It defines the concept and delimitation of forest areas, regulates forest planning, ownership responsibilities, and sustainable forest use, including timber production and ecological functions, and sets out measures for biodiversity protection, including habitat conservation and restrictions on drainage of forest wetlands. The Act further governs activities such as deforestation, access and use of forests, and restrictions on harmful practices, while promoting forest conservation through financial support mechanisms, research, training, and incentives for sustainable wood use. It also establishes institutional arrangements, enforcement powers, penalties, and procedures to ensure compliance.
