Abstract
These Regulations are formulated in accordance with the Meteorology Law of the People’s Republic of China, aiming to strengthen the defence against meteorological disasters, avoid or mitigate the losses caused by meteorological disasters, protect the life and property safety of the people. The Text divided into 6 Chapters: General Provisions (I); Prevention (II); Monitoring, Forecasting and Early Warning (III); Emergency Disposal (IV); Legal Liabilities (V); Supplementary Provisions.
The “meteorological disasters” as mentioned in these Regulations refer to the disasters caused by typhoon, rainstorm (snowstorm), cold wave, windstorm (sandstorm), low temperature, high temperature, drought, thunder and lightening, hailstorm, frost, dense fog, etc.
The local people's governments at or above the county level shall organize to carry out meteorological disaster survey and the meteorological disaster risk assessment, establish meteorological disaster database, and set out the meteorological disaster risky areas. The meteorological competent authorities under the State Council shall develop national meteorological disaster prevention planning according to the meteorological disaster risk assessment results and meteorological disaster risky areas. The relevant departments of the State Council shall, when formulating the standards for electric power, communications and other infrastructures, take into account the impact of meteorological disasters. The emergency response plan for meteorological disasters shall be formulated covering the startup criteria of the emergency response plan, the emergency organization and commanding system and responsibilities, the prevention and early warning mechanism, the emergency disposal measures and protective measures, etc.
Moreover, meteorological stations under the meteorological authorities shall promulgate warning of disastrous weather and early warning signals of meteorological disasters, and timely report to the disaster prevention and rescue department. Types and levels of meteorological disaster early warning signals shall be prescribed by the competent meteorological department under the State Council.
